New Brighton Downtown Vision Plan

New Brighton’s downtown has evolved through many chapters, from an early agricultural and commercial center to a civic district shaped by highways, parking, and postwar development. Today, the community is looking toward its next chapter: a more connected, welcoming, and distinctive downtown that supports everyday life while creating new opportunities for gathering, mobility, business, and investment.

Damon Farber partnered with the City of New Brighton to develop a long-range Downtown Vision Plan grounded in the experiences and priorities of the people who know the area best. Through community events, stakeholder conversations, workshops, and surveys, residents shared what they value about downtown and what they hope it can become. Their input revealed a clear desire for safer and more comfortable walking connections, inviting public spaces, convenient access to local businesses and services, and a downtown that feels cohesive without losing its familiar, community-oriented character.

The resulting plan provides a flexible framework for change rather than prescribing a single development outcome. It coordinates public-realm improvements, targeted infill opportunities, civic investments, transportation connections, and potential long-term redevelopment into a shared vision that can be implemented incrementally. Proposed improvements strengthen connections across Old Highway 8, clarify routes between destinations, expand accessible walking and biking options, and create a network of streets, parks, plazas, and gathering spaces that encourage people to park once and experience downtown on foot.

The design approach responds directly to New Brighton’s physical and cultural context. Historic street patterns, existing businesses, civic destinations, neighborhood connections, and the community’s relationship to Veterans Park all informed the plan. Concepts were shaped to support daily routines and community traditions while leaving room for future growth and adaptation.

Resilience is embedded throughout the vision. The plan prioritizes durable public investments, accessible design, adaptable spaces, low-maintenance landscapes, and nature-based stormwater strategies that can provide lasting environmental and community value. A phased implementation framework helps the City align improvements with funding, partnerships, infrastructure projects, and evolving community needs.

More than a collection of individual projects, the Downtown Vision Plan establishes a shared direction for New Brighton. It reflects a collaborative process, a careful reading of place, and a practical strategy for creating a downtown that can serve the community well for generations.
